Special Effects for patching is one of the requirements for the program, so to assist you in making just the right sign for your dream, there's a bunch of them here. Probably won't use them all, and under some render settings, you can literally end up with a result that looks like you did absolutely nothing. 
Each subpanel in the Effects panel can be arranged to order the application of effects the way you want them to work, just click on the up or down arrows to swap with the panel in the indicated direction. And of course, each effect that you want to use needs to be enabled, just click on the checkbox to turn it on.
A word of warning about rotation of the results, if you select a "90" angle of rotation, it's quick and simple, any other value not only takes longer, currently, it generates artifacts into the results which will need to be addressed when you get the image to your destination. At this time.
Skewage works as expected, the labeling of the options should clearly indicate what's going to happen. And just because I was able to toss that in, you can flip the image vertically or horizontally as well. Which brings up one of those absolutely nothing scenerio's I mentioned, Rotate the Text by 90 degrees, then with the panels in the default order, rotate the image by 90, flip both horizontally and vertically, ...
Resize Image is a percentage resizing of the results, once you render an image, it will contain the initial size of the image, and adjusting the scrolls will display the resulting resize of the image. The initial image size is gained when the effects are processed, so dependant on where the resize is in the order of effects, the numbers will change. Resizing can introduce artifacts into the results when reducing the size of the image due to the internal filter I'm selecting for the processor to use, it's the fast one. And likewise, increasing the size of the image does not lend itself to smooth scaling, it looks chunky. At a later date, when I find the space to put it, I'll stick in an option to select which filter to use with resizing.
Auto Apply Effects should not need explaining, except that it does not apply them when tinkering with the effects, only when you render something. Reset clears everything and puts all the effects back to default order. And of couse, Apply Effects does what you think it should do.
